New cost standards for Moscow

On January 1, 2013, a number of provisions of the Federal Law of November 28, 2011 No. 337-FZ “On Amendments to the Town Planning Code of the Russian Federation and certain legislative acts of the Russian Federation” came into force, defining the procedure and establishing requirements for the operation of capital construction projects for the purpose of building safety and structures.

According to these changes, the operation of buildings and structures is classified as urban planning activities. Thus, estimated standardization and pricing in the field of urban planning activities extends both to the operation of buildings and structures, and to maintenance.

Innovations in the town planning code will solve the problem: a system for managing the cost of objects at the operation stage will be established, which, in addition to major repairs, also includes current repairs, technical and sanitary maintenance, and the provision of utilities.

New regulatory framework for the city of Moscow CH-2012 developed by OJSC Moscow Center for Pricing in Construction “Mosstroytsena” as part of the implementation of a state order in accordance with the State Contract dated September 16, 2014 No. 2Р8/DEPR/92-09-14, concluded with the Department of Economic Policy and Development of the City of Moscow.

Standards and prices, as a rule, take into account the full range of operations established by the relevant regulatory documents (rules, instructions, technological maps, etc.) for the maintenance and operation of building structures and engineering systems of buildings and municipal structures.

The norms and prices of the collections take into account the costs of acquiring material resources used in performing work on the maintenance and operation of building structures and engineering systems of buildings and municipal structures.

The cost of basic materials (pipes, fittings, fittings, wires, cables, lamps, instruments, electrical devices, etc.), as well as the cost of spare parts and equipment units necessary for repair work or replacement of individual sections of pipelines, ventilation systems, electrical parts, automation systems, etc., individual pieces of equipment, as a rule, are not taken into account in prices. The cost of these products should be taken into account based on actual costs.

1. The standards were approved by the Order of the Department of Economic Policy and
development of the city of Moscow dated December 30, 2014 No. 55-R “On approval of the Collection
cost standards (SN-2012)". Entered into force on January 1, 2015.

THE BASE IS DESIGNED FOR CALCULATING INITIAL (MAXIMUM) PRICES OF GOVERNMENT CONTRACTS AND ASSESSING THE RELIABILITY OF THE DEFINITION
ESTIMATED COST OF WORK AT CITY ORDER SITES BY EXPERT ORGANIZATIONS.

2. The price level is set as of January 1, 2015. Conversion indices
won't be coming out anytime soon.
The next base price update will be in a year and is set to 1
January 2016.

4. TSN-2001 continue to be valid for construction and installation work and repair and construction works for
objects
With design and estimate documentation undergoing examination in
"Mosgoseskspertiza". Chapter TSN-2001.14 for maintenance may be excluded from the regulatory framework in
in the near future, as it duplicates CH-2012.

5. Estimates that are developed without design documentation and do not undergo examination by Mosgosexpertiza or
those undergoing it in other expert organizations should
be developed in SN-2012 (to calculate government prices
contracts).

These estimates (work) relate to maintenance, operation,
maintenance and current repairs of buildings and structures
urban economy.

6. Payments for work performed must be made in accordance with

7. Simultaneous use of TSN-2001 and
CH-2012 is not allowed.

8. Collections of SN-2012 are approximately 1.5 times cheaper than TSN-2001.
Salary (Wages) is set for the 1st category of workers in the amount of 15,409
rubles per month, including personal income tax. The estimated profit is set at 10% of the overall salary. Overhead costs are included in the amount of 70% of the cost of production. Overhead costs and estimated profit from the PPM are calculated
separately in the amount of 98% and 69%, respectively.

9. Other information:

The list of resources (materials and machines) largely corresponds
TSN-2001, transportation of materials is planned up to 10 km inclusive for
limits of the Moscow Ring Road.
- There are prices for elevator equipment.
- Removing snow from roofs is included in the price for 1 time.
- Materials can be changed at the “Supplier Price” in agreement with

- The prices include mainly domestic resources (machines and
materials).
- Inflation in the construction industry for the first 2 months of 2015
according to JSC MTsTS Mosstroytseny was less than 0.5%.
- On December 26, 2014, Resolution No. 1521 was issued, which approves

Estimates in SN-2012 should be required by the Departments of Health,
education, housing and communal services, etc. to allocate budget funds for
maintenance of subordinate buildings and structures.

The Department of Economic Policy and Development of the City of Moscow has approved a collection of cost standards for the maintenance and operation of buildings and structures of the municipal economy, the maintenance of cultural heritage monuments, festive and thematic decoration, and major repairs of the housing stock of the city of Moscow (SN-2012) at the current price level as of 01/01/2016 for use in 2016.

Amendments were made to SN-2012-2016 in accordance with the order of the Department of Economic Policy and Development of the City of Moscow dated February 19, 2016 No. 6-R on approval of the overhead cost standard in the amount of 80% of the wages of workers employed in the main production for application when determining the cost of work on applying road markings.

Earlier, last year, on December 30, 2014, by order No. 55, the Department of Economic Policy and Development of the City of Moscow first approved this collection for 2015.

Please note that in response to a request for applicability of the CH-2012 database in 2016, a response was received from the Department of Economic Policy and Development of the City of Moscow that the cost standards presented in the current collection of CH-2012 at the price level as of 01/01/2015 were issued for 2015 year, indexation of these standards is not provided. It is impossible to calculate the limit of funds for 2016 in the CH-2012 database at the price level as of 01/01/2015, because The base price level for 2016 has been changed. Therefore, it is necessary to purchase a new collection for work in 2016.

This collection is intended for calculating the initial (maximum) prices of government contracts, determining the size of subsidies, assessing the reliability of determining the cost of work on city-ordered objects by expert organizations when calculating the cost of work on the operation and repair of municipal facilities.

The SN-2012 collection is intended to eliminate the situation in which operating organizations cannot provide adequate justification for the cost of their work.

Standards and prices for the maintenance and operation of municipal facilities are combined into 5 chapters. Price indicators (wages, machine operation, material resources) are determined at the current price level as of as of January 1, 2016 and is valid from this date. There are no plans to release indexes for the collection yet.

SN-2012 does not replace the TSN-2001 Moscow base, since it does not have prices that made it possible to estimate the full cost of constructing capital construction projects. The SN-2012 collection provides justification for the cost of work on the operation of municipal facilities, and the TSN-2001 database provides support for the construction and repair of capital construction projects. Thus, the collection “Earthworks” in SN-2012 contains only prices for work in existing buildings and structures or for work carried out near the foundations of historical and cultural monuments.

If the TSN-2001 database contains prices (for example, Chapter 14) that duplicate the prices of SN-2012, it is recommended to use the prices from SN-2012.
