The third multiplex of digital television in Russia in the initial version assumed the presence of one HD channel, one regional channel from the All-Russian State Television and Radio Broadcasting Company and regional channels belonging to different regions.

The broadcasting of the third multiplex will be carried out by FSUE RTRS in the DVB-T2 standard throughout Russia on the principles approved by the meeting of the Government Commission for the Development of Television and Radio Broadcasting on December 17, 2010.The third multiplex is formed from:

  • from 4 regional TV channels in standard definition format (SDTV)
  • one federal all-Russian TV channel in high definition (HDTV) format.

The channels were to be determined on a competitive basis. Regional broadcasters participating in the competition can attract federal broadcasting organizations that are not part of the network as network partners.

Basic principles when selecting channels for the third multiplex:

  • round-the-clock broadcasting;
  • broadcasting concept;
  • the presence of a larger volume of programs of its own production and / or purchased programs;
  • the degree of interest in the TV channel;
  • the financial position of the company;
  • the presence of active broadcasting in the analogue standard;
  • social significance of the channel.

However, now, the concept has changed and the third multiplex of digital television in Russia will include channels that could not enter the first two. So, the following channels can claim to be a part of the third multiplex: Dozhd, Russia Today, Friday, 2 × 2 and others. The final decision on the third multiplex will be taken by a government commission.

At the SPEKTR-2013 conference, details about the third digital television multiplex were announced. According to the RTRS representative, the third multiplex will be predominantly federal. The preliminary plan for its composition is 10 channels of standard definition (SD), 7-8 federal, 1-2 regional, and one channel will be transmitted by VGTRK. No high definition (HD) channels are planned in the third digital TV multiplex in Russia.

So far, one channel has been identified, which will enter the third multiplex. It will be a TV channel created by the branches of the Federal State Unitary Enterprise VGTRK for each specific constituent entity of the Russian Federation. The TV channel will be formed under a single brand and comply with the information policy of the All-Russian State Television and Radio Broadcasting Company. In regions where there are no large branches of the Federal State Unitary Enterprise VGTRK or there is no possibility to form a channel by the VGTRK forces, local regional TV channels can be involved in broadcasting.

It is not yet clear when the third multiplex will be launched, but according to the announced plan of the Russian government on the transition to digital television, its launch should take place before the end of 2015.

It includes the first and second all-Russian channels broadcasting in the HDTV standard, as well as channels: RU TV, CTC love, RBK, Moscow 24, and two local channels.

Rising rumors about testing a third multiplex with additional free digital channels are not fading away. The planned transition was supposed to take place already that year, but in reality, only 20 channels are available to viewers. This is not surprising, the first channel package was put into operation almost 10 years ago. The second was tested for 3 years before it became generally available.

Now all residents of Moscow can appreciate the 3rd multiplex. However, in fact, it is likely to appear at the end of 2019 or the beginning of 2020. Today we will tell you about new details, as well as about the list of channels that are going to get into it.

Which channels are most likely to get into the third multiplex

It is too early to talk about this, but there are rumors about those TV channels that are likely to top the list of the new package. There are about 40 candidates in total at the moment. You can see them on the table above.

When selecting candidates, RTRS and Roskomnadzor take into account the following requirements:

  1. Possibility of round-the-clock broadcasting.
  2. Absence of financial problems for the channel and possible difficulties with securing in the future.
  3. General popularity among the population.
  4. Broadcasts of original content.
  5. Analog broadcasting capabilities.

The introduction of the multiplex is complicated for a number of reasons. First, the demands of the population do not always coincide with the criteria given by Roskomnadzor. In particular, not all desired channels have analogue broadcast capacities. Second, due to the size of the country, it is difficult to assess the financial benefits of both parties.

That is why a new channel package takes a very long time to be selected and mastered. We hope that this process will be completed by the end of the year, as the last region will be disconnected from analogue broadcasts by June 3.

Good afternoon. If we talk about what our industry is interested in today, then, of course, the main thing is the completion of the transition to digital in the next few months.

What does this mean for those in this room.

First, by the end of the year, 2 multiplexes will be operational throughout the country.

If today up to 65% of our citizens can receive 20 television channels on air free of charge, then by the end of this year their number will be 98.5%.

That is, there will be more freebies, and this is a serious test for Pay TV, because it means that it is not enough to give just a set of channels - you need to give interesting content.

Digital broadcasting

Secondly, at the beginning of January 2019, analogue broadcasting of federal TV channels in settlements with a population of less than 100 thousand people will be turned off, and I think that during 2019 federal channels will turn off analogue completely.

This means that our citizens will all switch to digital means of reception, whether it be a digital TV or a set-top box for a digital TV, and get used to a good picture, because everyone will have SD as a base picture, and everything that is not SD, of course, will start annoy.

This means that pay TV (because SD will be in free format) is already lower than High Definition, it will definitely not work.

3 multiplex

It is very interesting that with regard to conversations on the 3rd multiplex, we never hear any predictions from you - how the 3rd multiplex will affect the pay TV industry, because we have never seen forecasts of what will happen, from your point of view, if there is no free access 20 and 30 TV channels, or 20 SD and 3 HD.

How will this affect the industry, how will it affect Pay TV.

For now, I can say that we do not believe that multiplex 3 may be relevant within the next year, but we clearly understand that after they launch in full and take over the wings of multiplex 1 and 2, at the end of 2019 the question will inevitably arise about what to do next with regional television.

... And here it would be nice for us from the pay TV industry to receive your forecasts, taking into account, among other things, the study of the experience of Crimea, where three multiplexes operate, and Tatarstan, where there is also an old multiplex in parallel, where more than 20 television channels are in broadcast quality format ...

Because sooner or later this moment will come, and then I would like the industry to have a position on it.

Regional TV channels

In big cities, they are on the cable, here they are your customers.

Where there is no cable, the transition to digital for them is only a satellite. But not everyone can get there, because it is expensive and because there is not enough capacity for everyone.

But we see that in some regions regional TV channels want to watch. There is a demand for them, and regional TV channels have a great desire to reach their viewers outside the cable, and here everything will be very simple: if there is demand, then sooner or later someone will satisfy this demand.

The only question is whether it will be done with or in spite of the current pay TV industry.

If this is done in spite of other players, these players will eat away their piece from your business, which we would not want, because we worked well together, we are used to you and generally treat you well.

One of the issues, as you know, is also actively lobbied.

We are still against it, but regional TV channels and the All-Russian People's Front, and many deputies are in favor.

From the pay TV industry, from the cable people, so far there is absolute silence, [...] of your channels, but taking into account the fact that you are silent and do not work with anyone, we can only assume that this issue does not bother you too much.

This means that the 22 button is not fatal for the industry.

The 22nd button does not concern the operators of satellite television, just as the 21st does not, because this is purely a problem for cable operators.

All the same, our regional television is broadcast entirely by cable operators. By the way, it will continue this way.

Must carry

As you remember, we agreed at one time that 2 multiplexes are included in the must carry, that is, there are 20 channels in the must carry.

But we prescribe in the law that it is necessary to do so that it would be impossible to watch them completely free of charge, because they are included in the basic package for subscribers, and the subscriber is a person who pays for technical service.

That is, we guarantee the minimum ARPU (average monthly bill of a Pay TV subscriber), I want to say that we are in this position.

We do not give up on it and will continue to stand on it. Everything is clear here.

We see that the battle for ARPU is going hard, that the competition is very high here, it is growing, that the ideas of BigTV and OTT are rising, this process is very natural, it is impossible to stop it.

At the same time, the competition is growing.

I want to thank our large satellite TV operators.

Last year, they completely covered the Far East with their broadcasting zone.

In some regions of the Far East, due to the appearance of a large number of players, the contract price has dropped by 3 times.

This is exactly the beneficial effect of competition. Therefore, we are grateful for your socially responsible behavior.

People liked it, people welcome it. It would also be great for the industry to make money on it.

I know that satellite TV operators have come here.

Today we have a separate meeting via satellite, but some things, probably, need to be discussed, including in front of everyone, because it concerns everyone.

I want to start by remembering that digital terrestrial television today does not cover all our cities, we have coverage 98,5 % .

800 thousand families live today out of digital reach.

But it reaches out to them satellite television, that is, the figure is theoretically available to them.

At the same time, we have a federal standard that stipulates that any citizen of the Russian Federation should be able to watch 20 television channels in digital quality for free.

The very ability to see them is important here.

A couple of years ago we planned to solve this issue with the help of RTRS, we have there was a plan to create a state satellite operator on the basis of RTRS, which would broadcast 20 federal TV channels for free in unencrypted form.

But just the operators of satellite television told us: “There is no need to do this, it will negatively affect our business, we ourselves will voluntarily bring these 20 television channels to the population”.

As a result, we received letters from Tricolor and NTV-Plus, where it was written in black and white in Russian:
« 1. We are ready to deliver the kit to the residents of areas outside the broadcasting zone at a preferential price.
And 2. We will not take money for 20 channels. No
».

Then there was an idea to enshrine this agreement in the law - including, by the way, and in connection with the appeal of satellite TV operators, because they had two problems.

Problem 1: there was a threat that the tax office at 0 contract would say that either profit was lost, or about concealment of income.

And 2: that a long-term encumbrance on a free commitment to subscribers negatively affects the company's capitalization.

We, as honest people, warned our partners that such a bill would be developed, but when we posted it for public discussion, we saw an unexpectedly harsh reaction from some companies.

What are they telling us? There are, in fact, 5 complaints.

Claim 1: We are told that the business will incur additional costs.

Claim 2: concerns are expressed that operators will be obliged to include regional TV channels in the satellite in a free package.

3: that it will be impossible to provide for everyone in such a short time in many respects.

4 claim: that those who live outside the coverage area, and previously bought plates, now pay, but they will stop paying.

And 5: a general philosophical remark that the state has shifted its function to business, which is not found anywhere else in the world.

Well, these 5 questions, which were also asked publicly, because the operators' appeals were published in the media, I would also like to answer publicly here.

1. I do not quite understand where the additional costs come from if the existing capacities are still used and you do not need a single additional transponder or channel.

2. Regarding regional TV channels: no one has ever obliged satellite operators to turn on regional TV channels to themselves, and you don't need to scare yourself and others around with what is not there, otherwise we invent for ourselves, and then we get scared ourselves.

3, about the difficulty of mastering all 800 thousand households that are outside the reception area.

Well, we have today up to 16 million satellite TV subscribers, and 800 thousand is about 5%.

An increase of 5% is by no means a big jump, not to mention the fact that out of these 800 thousand, 200 thousand already have satellite dishes, therefore, in general, we are talking about a smaller number.

As for the fear that those who live outside the zone have bought plates, are now paying and will stop paying - we hear this fear and are ready to discuss the model and what right to free viewing will have persons who bought a special set of equipment.

That is, if people want to switch (those who now have equipment and pay) to a free package, so that they have the need and obligation to buy a new kit, new hardware, and, accordingly, already have a free contract ...

... Although we believe that there is a small element of greed in this move, because he paid for the iron in full.

And 5, regarding the fact that the state is trying to shift its function to business.

The state can take over this function, because the costs are not very high, Pinchuk and I (RTRS) calculated that the money is raising money - even nothing will be required from the budget.

This means then that we are creating a satellite television operator on the basis of RTRS, launching 20 television channels in unencrypted form.

Only I am afraid that next year there will be one RTRS in this hall from all satellite operators.

The rest of us will carry flowers to the grave.

But we are not giving up the dialogue and today at noon we will meet and talk.

In January 2015, the third multiplex began broadcasting in a trial mode from the Ostankino TV tower in the capital. The launch is associated with the active introduction of digital television in our country. To continue watching channels, it is enough to make changes to the TV settings: operating frequency 578 MHz, TVK number 34, DVB-T2 standard. The resource for 10 positions was allocated in a way unusual for Russian broadcasting. Roskomnadzor issued a license to 40 TV channels, but they work alternately with a specific schedule: each has a specific air time. The main reason why the broadcast is not carried out in full is the new Federal Law "On Advertising". He banned the broadcasting of advertisements on paid or encrypted channels, and to get out of this restriction, free-to-air broadcasting is necessary. Even if the program was shown one or two hours a day, it has the right to include full advertising in the time allotted to it. The distribution of specialized radio and television programs of an erotic nature without signal coding is allowed only from 23:00 to 4:00 local time, unless otherwise established by the local administration.

For the purposes of this Law, a mass media specialized in messages and materials of an erotic nature means a periodical or a program that, in general and systematically, exploits an interest in sex.

Retail sale of mass media products specializing in messages and materials of an erotic nature is allowed only in sealed transparent packages and in specially designated premises, the location of which is determined by the local administration.

As you know, the third digital terrestrial multiplex is expected in Russia for a long time. In the federal target program "Development of television and radio broadcasting for 2012-2018." it is written that the decision to launch it should be considered in 2018. And now this year has come. Are there any progress in this regard?

This question was asked by one of our regular readers and decided to write an official request to the Russian Ministry of Telecom and Mass Communications. We must pay tribute, despite the fact that the question was asked not by a media representative, but by an ordinary viewer, an official answer was received. Frankly, he personally puzzled us a little. What did the ministry say?

Before we quote the text from the official letter, it should be recalled that the third multiplex was previously planned to be given to regional TV channels. But in the end, this question was postponed due to the fact that it is not clear how the regional TV men would pay for all this, since the sums for the services of RTRS were announced, to put it mildly, considerable. And this is against the background that not all channels can pay for their presence in the second multiplex, and some of them do not pay for it at all. But more on that later, but for now, let's listen to the official answer of the Ministry of Communications regarding the launch of the third on-air "trunk":

“In connection with your appeal to the Ministry of Telecom and Mass Communications of Russia on electronic systems of general use, we inform you the following.
At the meeting of the Government Commission on TV and Radio Broadcasting on October 27, 2014, the expediency of defining the principles for the formation of the third multiplex not earlier than 2018 was noted.
However, the current experience of introducing the second multiplex shows that even large commercially successful TV channels that are part of it are not able to pay for communication services for digital broadcasting in full.
Therefore, before making a decision on the prospects and procedure for the formation of a regional multiplex, it is planned to assess the economic conditions for the functioning of the TV channels of the second multiplex when they start broadcasting to the entire territory declared in the license, which will be possible

Thus, from the text of the letter, it can be concluded that "retroactively" consideration of the issue of the third multiplex is postponed at least until 2020.

And now our OPINION.

If we ignore the sentiments about small regional TV channels, then the issue of at least one regional TV in the “on-air number” is in fact completely resolved. And there is no need to tell everyone here about the budget and economic feasibility. I have nothing against the channel "Spas", which is broadcast in the second multiplex, but earlier the information was repeatedly sounded that this channel pays absolutely nothing for its presence in the second ten channels. Also, several channels still have not the best financial prospects, which are still forced to leave analogue television broadcasting, because the main "federals" will not leave it in any way and will not "drag" the remaining viewers with them. As a result, the budget pays for all this burden of broadcasting. So why not include the 21st regional TV channel in the second multiplex, for which, for example, the regional budget will pay? But while in high circles they pretend that they are determined with the "development strategy" ...

But sooner or later, you still have to decide. But so far we can see that responsible officials prefer to just play for time. It is possible that in this case, too, they expect that someday the President of the Russian Federation Vladimir Putin will seriously take an interest in this problem and give instructions on what needs to be done?

In fact, the problem with analog TV and the third terrestrial multiplex can be solved. Especially now, when the most important elections in the country have been held and the political course in the Russian Federation is not in danger. Therefore, it is necessary to act and solve many long-standing problems. And we once again observe from the responsible officials their principle of work, which consists in the lines of a once popular song performed by Alexander Barykin - “Attention! The TV program for tomorrow is postponed to tomorrow. "
