In July 2011, articles appeared in blogs and the media that “The authorities of the Chelyabinsk region are ready to pay several hundred thousand rubles so that Internet search engines do not report negative information about the region and the “dirtiest city on the planet”” related to the fact that on July 20, 2011, a request for quotations was published on the government procurement website for “Providing services for changing and supporting the first search results for specified queries in the Yandex and Google search engines.”
The task of the winner of the tender is to ensure that, for a number of queries, search engines return at least 80% of positive or neutral materials about the Chelyabinsk region. Among the queries that needed clearing were “NPO Mayak accident”, “radiation in Chelyabinsk”, “Kyshtym accident”, “Karabash”, “Muslyumovo”, “Techa river”, “the dirtiest city in Russia” and “ecology of the Urals”. The deadline for the provision of services is until the end of 2011. Both the purpose of public procurement, associated with misinformation of the population, and the contract amount of 300,000 rubles were sharply criticized. According to Alexei Navalny, the author of the “disgusting and immoral” initiative was the governor of the region M Ikhail Yurevich: in 2010, he instructed the Ministry of Economic Development of the region and his administration to begin work to change the image of the region, which is associated with an unfavorable environmental situation.
According to another opinion, the application was about a regular SEO project (search engine optimization), widely used in the business environment, and there was no talk about concealing facts about the environmental situation in the region.

On November 16, 2011, Chelyabinsk and federal media outlets obtained an audio recording in which a man calling himself the governor of the Chelyabinsk region, at a meeting with representatives of entrepreneurs in the city of Miass, persuaded them to “motivate as best they can” their subordinates to vote for United Russia so that the party would receive at least 55% of the votes. At the same time, he stated: “You have the right to organize forced voting at your enterprises.” In addition to additional funding for residents of the districts that received 90% of the votes, a person on audio “personally promises” to gasify their settlements: “What, they want gas? They want to. This is their way out." The message about the audio recording was published by only a few media outlets in the Chelyabinsk region, but the news had a great resonance in the media outside the region, which some regarded as confirmation of the control of the regional press. The recording is accompanied by the captions “ Yurevich in Miass. Bribery and Coercion" and photographs by Yurevich made at different times. Other evidence of the speaker's voice Mikhail Yurevich the author does not provide the recording. True, in a six-minute recording of not very good quality, the speaker calls himself a governor and notes that he would not have become the head of the region “if there had not been renewal in the party.” He also mentions the names of real-life Chelyabinsk politicians - the leader of local communists Svetlana Poklonnova and Konstantin Kurkin. Most experts and journalists who communicated with Yurevich and are familiar with his voice are inclined to believe that the voice on the recording belongs to the governor of the Chelyabinsk region, who, according to Chelyabinsk media, on November 16, 2011, actually attended a closed meeting with representatives of entrepreneurs in the city of Miass. At the same time, Deputy Governor Evdokimov stated that the audio recording contains signs of editing from public speeches Mikhail Yurevich at different times, but this statement has not been proven.

Some other budget expenditures of the Chelyabinsk administration also received resonance in blogs, such as the state order for the broadcast of porn channels in the country residence of the Chelyabinsk governor. The auction was declared invalid due to the fact that after the deadline for submitting applications for participation in the open auction in electronic form, only one application was submitted. It’s hard to imagine how the investigators, who have demonstrated blatant lack of professionalism, can get out of this now. The accusation, which initially looked idiotic, now evokes homeric laughter. Not only is the pistol an antique, made between 1870 and 1875, and has historical value - it was also recognized as non-working by experts of the Chelyabinsk City Internal Affairs Directorate! There is paper and printing.

It turned out that Yurevich’s rare pistol, handed to him when he was governor from the Chelyabinsk Central Internal Affairs Directorate, was created in the era of black powder, which fired with the formation of a cloud of smoke. Since the 1890s, that is, more than a century, this gunpowder has been considered obsolete. But even if we assume that for some strange reasons Mikhail Yurevich decided to arrange a pistol duel in the spirit of the noble nobility, he still could not have done it. Black powder, let's say, can be obtained at a film studio. But the gun itself doesn’t shoot... At least, according to a 2012 examination carried out at the Chelyabinsk City Internal Affairs Directorate.

But the investigators, who decided to attribute illegal possession of weapons to Yurevich, suddenly “repaired” this pistol. This is already true, if you believe the examination they carried out. Now the investigation (those stubborn people) has sent the unfortunate pistol for a third examination. I really want to prove to the investigators that they, so to speak, did not make a fool of themselves. Although you can choose a stricter term.

But if they suddenly prove that the gun fires, so what? The experts of the Chelyabinsk Central Internal Affairs Directorate who issued the certificate to Yurevich will be to blame. If I had known that he was shooting, I would not have taken the gift.

So now we can say that the matter has fallen apart. Regardless of the results of the final examination, either one expert or another will be to blame - but certainly not Yurevich.

The medical business is also falling apart

Much to the chagrin of the investigation, the main witness in the so-called “medical case” - the former driver of Mikhail Yurevich Alexander Moskalyuk - refused to testify. He stated that the testimony against Yurevich was given under pressure, which was confirmed by a polygraph test.

As for the former Minister of Health of the Chelyabinsk Region, Vitaly Teslenko, whose testimony gave impetus to the “medical case” - he is a second-degree witness. Teslenko did not contact Yurevich directly. He claims that he paid bribes to the ex-governor through an intermediary. But this means that Teslenko himself cannot be 100% sure that the money reached the intended recipient.

According to a number of sources, there is now a high probability that the most interesting fact of “pocketing” this money by an intermediary, the deputy chief physician of the Kisegach sanatorium, Ivan Sorokun, will be revealed. There is reason to believe that Sorokun was simply scamming Teslenko: he took the money, but did not take it to Yurevich, but took it for himself.

By the way, a criminal case was opened against Sorokun several years ago, but after some time it was strangely closed for unknown reasons. Perhaps now Sorokun is “working off his debt,” which once again allows us to recall the assumption of “Russian Press” about the ordered nature of the case. And the real reasons, apparently, lie in someone’s interests in relation to the ex-governor’s business.

We also add that in the new case of “road bribes” Mikhail Yurevich does not yet appear as a suspect. Lawyer Igor Trunov, who represents Yurevich’s interests, has still not been told what facts formed the basis of this case. The entrepreneurs allegedly involved in this case are unknown. One gets the impression that they are unknown not only to Trunov, but also to the investigators themselves...

Things are bursting at the seams and falling apart. Well, the “case of the antique pistol”, it seems, is already claiming the status of an anecdote.

The former governor of the Chelyabinsk region, Mikhail Yurevich, became a defendant in a criminal case regarding a bribe, which, according to the Investigative Committee, he received from the former Minister of Health of the region, Vitaly Teslenko. According to Kommersant's information, the case was initiated on the basis of the testimony of a former minister who, since 2014, has been serving a seven-year sentence for bribes in the purchase of medical equipment. People around Mikhail Yurevich said that Vitaly Teslenko, thanks to his testimony, expects to be released on parole. The ex-governor himself is currently undergoing treatment in Israel.


The press service of the Investigative Committee announced the initiation of a criminal case against the former governor of the Chelyabinsk region, Mikhail Yurevich, yesterday evening. It is being investigated by the fourth investigative department of the Main Investigative Directorate of the Investigative Committee of the Russian Federation (based in Yekaterinburg). The court found that the head of the Ministry of Health, together with his accomplices, helped controlled companies win tenders for the supply of X-ray diagnostic systems from the French company Stephanix. The official drew up competition documentation for specific technical characteristics of the equipment, and then admitted controlled companies to the competitions, which inflated the cost of the equipment.

Interlocutors in law enforcement agencies claim that Vitaly Teslenko has been in pre-trial detention center No. 7 since the court decision was made. Those around Mikhail Yurevich suggest that there he could testify against the former governor in exchange for a promise to release him on parole (taking into account the time since his arrest, Vitaly Teslenko served most of his sentence). The interlocutors recalled that during his criminal case, Vitaly Teslenko testified against other defendants in the case as part of a plea deal. The security forces unofficially indicate that the case contains only the testimony of the former minister.

The possibility of criminal prosecution of Mikhail Yurevich has been discussed in the region for the last few years. Even as governor, he had public conflicts with both the head of the regional court, Fyodor Vyatkin, and FSB representatives in the region. He resigned in 2014 of his own free will. For the regional elite, this news was unexpected. At that time, his approval rating among the population was more than 60%. In the same year, he headed the regional list of United Russia in the elections to the State Duma of the sixth convocation, and became a deputy (he received the mandate of Alexei Bobrakov, who went to work in the regional government). Mr. Yurevich initially planned to go to the elections of the State Duma of the seventh convocation with United Russia, but withdrew from the primaries, claiming administrative pressure. He was going to participate in the campaign as a self-nominated candidate, but accepted the offer to become a candidate from the “Russian Party of Pensioners for Justice.” True, he never took part in the elections: the Central Election Commission refused to certify the party’s list of candidates for single-mandate constituencies and excluded 42 people from the federal list, including Mikhail Yurevich. He tried to challenge the removal from the elections in the Supreme Court, but his claims were denied.
