Step # 1: Checking for Service Availability

I specifically downloaded version 3.9 so as not to mess around with transferring keys to CryptoPro. After this version was installed in the system on top of the existing one on behalf of the administrator. The system asked to reboot and after the reboot everything went like clockwork.

The symptoms were as follows:
1. When installing programs, specifically 1C 8.2 and Skype, the message must appear Unable to access windows installer, please contact support to confirm ... and the installation finished.

2. As I noticed, some control panels did not work in the system. For example, it was impossible to view the properties of the computer through the context menu, etc.

3. There was an old CryptoPro, which is more than a year old.

Solution: update CryptoPro to the latest available release of the version you have installed. Of course, one more solution suggests itself, to reinstall windows installer, but as far as I understood from the microsoft site, windows installer for this version of the operating system is not freely redistributable, and it will be problematic to download it from reliable sources. As an option, rollback of the system to the moment of installation will probably help CryptoPro but I haven't tested.
