At the same time, it is important that the reporting indicators and performance indicators in accordance with the order of the Federal Treasury dated December 29, 2011 No. 645 "On approval of requirements for the procedure for the formation of structured information about an institution and electronic copies of documents posted on the official website on the Internet" will be posted on the official website starting September 1, 2012. Now we are talking only about posting on the official website general information about the institution, about state (municipal) tasks, plans for financial and economic activities and budgetary obligations of state institutions, which approved the state (municipal) task.

What is important for an institution to know when posting information

The structure for providing information to the site, provided for by order No. 86n, complies with federal regulations, in particular, the RF Government decree of September 2, 2010 No. 671 "On the procedure for the formation of a state assignment in relation to federal state institutions and financial support for the implementation of a state assignment" and Order of the Ministry of Finance of the Russian Federation of July 28, 2010 No. 81n "On requirements for the plan of financial and economic activities of a state (municipal) institution", and may differ from the structure of documents established by regulatory legal acts of a constituent entity of the Russian Federation or a municipal formation. In this case, the institution will have to compare the indicators of its own documents with the indicators necessary for posting on the site.

Information about the activities of the institution can be posted on the official website both by the institution itself and by its authorized representative (by power of attorney). Entering information on the official website can be carried out either manually through a personal account or in an automated manner. If an automated system operates in a constituent entity of the Russian Federation (municipal formation), which contains up-to-date information about institutions, state (municipal) tasks, plans for financial and economic activities, then this information can be uploaded to the official website in a structured form in accordance with the formats approved by Federal Treasury and posted on the website of the Ministry of Finance of the Russian Federation.

The posted information must be signed with the digital signature of the institution or its authorized representative. In the second case, it is necessary to understand that the authorized representative assumes responsibility for the accuracy of all submitted documents, including their electronic copies, which, in our opinion, is not always possible. We believe that the best option may be for the authorized representative to provide all the information he has on the official website in a structured form and then sign the information by the institution with its EDS, since, according to the law, it is the institution that is responsible for the provision and placement of such information.

As for electronic copies of documents that must be submitted by the institution to the official website, the order of the Federal Treasury No. 645 defines a fairly wide list of formats that can be used to post information. At the same time, there is no requirement for the placement of scanned copies of documents - it is enough for the institution (authorized representative) to submit an electronic copy of the document and sign it with its EDS, which will mean its authenticity.

What EDS to sign documents? It is no secret that at the moment the institution has several EDS for different purposes. To certify the information posted on the official website, the institution can use the EDS issued to the authorized persons of the institution to certify information about placing orders for the supply of goods, performing work, rendering services (on the All-Russian official website for placing information on placing orders - OOS). The EDS will have to be updated by representatives of those institutions whose official name or other significant parameters have changed.

According to Order No. 86n, the formation of structured information about an institution should be carried out using the classifiers, registers and reference books provided for by the legislation of the Russian Federation. Updating information about the institution in ROSGU is extremely important, since in the absence of data about the institution in the register, information about its activities cannot be posted on the official website.

The official website was launched on December 27, 2011. At the first stage, it became possible to manually post information about the institution through a personal account. The next step was the ability to transfer general information about the institution in a structured form to the official website. There was even competition between the regions and the developers of automated systems - who would be the first to upload information to the site. Our company and the Amur Region became the winner of this small competition. In February, we are faced with a more serious task - to organize a massive automated submission of information on state (municipal) tasks and plans for financial and economic activities in pilot regions to the site, and from March 1 - for all other regions of the Russian Federation.

Recently, I had difficulties registering on the official website bus.gov.ru and I decided to write a step-by-step instruction - what if it comes in handy for someone. I'm starting the data entry process. After completing one section, you need to save them. The next step is to sign an EDS and publish the entered data. I press the coveted button, but a "bummer" awaits me. The browser gives an error: "There were problems with the sign.cab file."

Therefore, I decided to study more closely the manual called "setting up the workplace". I am reading the section on certificates, written in Russian, two certificates. Root and personal. In the next paragraph, the bus.gov.ru root certificate is already called the server certificate. Assuming that the instructions do not quite accurately reflect reality, I decided to contact support.

Communication with the support service is a separate song. My experience of working on the Internet is not a year or two, I had to communicate with various support services. Usually, for a question, you go to a specific page, fill out the form and press the submit button. Or just send a letter to the specified address. You can also contact via ICQ or Skype. "Too easy" decided the unfortunate webmaster. To contact the bus.gov.ru support service, you need to download a special form, fill it out according to certain rules and send it by e-mail. Object does not support this property or method." Of course, in order not to strain my brains, I contact the support service. In response, silence. We connect google. Google advised to install framework 2.0. The specified framework was already installed. Therefore, I decided to install 4. Installing version 4 of the framework did not solve the problem.

I decided to try the whole process on another machine with a licensed win7. At the signing phase, an error is thrown again, but already another one: "Cannot sign data. Error description. An internal error has occurred in the certificate chain." To fix this error, I just installed the missing certificate. Those. the chain is as follows: Personal certificate<-Сертификат казначейства<-Серверный сертификат. Получается 3 сертификата, а не два, как написано в руководстве и как сообщила служба поддержки. После установки всех трех сертификатов процесс подписания прошел успешно. Теперь необходимо было заставить работать подпись на другой машине. Отличие было в том, что там была пиратская win XP с SP3. Чем отличается пиратка от лицензии? Тем, что обновления не работают. Значит необходимо эти обновления поставить ручками. Чтобы не выискивать нужные, я просто решил установить все критические обновления за раз. Ссылку на нужный файл можно взять на этой странице . Дождался, пока все установится и машина пару раз перезагрузится я попробовал подписать документы. Все получилось, что и требовалось изначально.
