As a reminder, since 2006, all federal bodies have disclosed information on procurement for state needs, and since 2011, regional and municipal bodies have also joined them. The resource "GosZatraty", developed by the non-profit partnership "Information Culture", allows visitors to independently find information about the amount of government and municipal spending on public procurement.

The portal database contains information on all government contracts concluded since 2011 (in total, more than 9 million), their cost, as well as participants in the state order system (slightly less 100 thous. suppliers and customers). True, information about purchases carried out this year has not yet entered the database due to the need to take into account the rules of the new law on the contract system (Federal Law No. 44-FZ dated April 5, 2013 ""), however, the project developers promise to fix it is in the near future.

The main differences between the GosZraty portal and other similar resources that have already been launched by activists are in the maximum amount of information on public procurement (in fact, the portal duplicates information posted on the official procurement portal) and a more convenient search mechanism. In particular, on the website "State expenditures" you can familiarize yourself with the cards of individual customers and suppliers and see in which purchases a particular organization or government agency took part. All database updates occur daily and are fully automated. In addition, the GosZatraty portal provides information about contracts regardless of their value (resources of similar functionality sometimes limit their databases to contracts with a certain minimum cost), and also offers analytical materials for free review.

The developers of the GosZatraty project also promise that it will compare favorably with the Procurement Portal - first of all, in the search speed. According to the director of the non-profit partnership "Information culture" Ivana Begtin, the main problem of the official website for public procurement is that it actually combines the functions of publishing information about public procurement and the actual mechanism for implementing public procurement, which affects the duration of the search query.

The functionality of the "GosZraty" portal today it is represented by the following main sections:

1. Largest regions... This section is located on the main page and contains information extracted from public reports on the subjects of the federation that have the largest expenditures in the field of public procurement. Users can compare this data with the budget indicators of each of the subjects and find out whether the regional authorities have reported for all purchases and how reliable their reporting is.

Moscow is the leader in the list (the total volume of purchases is about RUB 1.5 trillion), it is followed by St. Petersburg ( 231 billion rubles), Moscow region ( RUB 155.4 billion) and Krasnodar Territory (140 billion rubles.).

2. Major contracts... The section contains a rating of contracts with the highest value - for example, the FSUE "Rosmorport" contract for the construction of buildings and structures for water transport enterprises is now in first place in this indicator (the contract amount is 40.1 billion rubles).

3. Card of contracts... Each contract has a unique page that contains information about the customer, contractor, subject and amount of the contract, as well as information related to the contract - for example, you can see what other purchases were made by this or that customer. In addition, the card contains a unique contract number assigned to it on the official Public Procurement Portal - by copying it, you can find more complete information about the contract on the official portal.

4. Largest customers and largest suppliers... This rating is formed on the basis of information for the entire period of the database's existence (since 2011). Currently, the database includes information about 344.7K customers and 507 thous. suppliers.

5. Section "On control"... As Ivan Begtin noted, this section is the only exception to the political neutrality of the GosZatraty project. In particular, here you can find out about contracts with incomplete or distorted information, see what luxury items are purchased with budget funds (among the options - Apple products, oysters, Maybach cars, Range Rover, etc.) and which performers supplied low quality goods ...

In addition, the section allows you to obtain information about suppliers who, despite being included in the list of unscrupulous suppliers, continue to participate in purchases (recall, in accordance with part 1.1 of article 31 of the Federal Law of April 5, 2013 No. 44-FZ "" and clause 2 of part 2 of article 11 of the previously effective Federal Law of July 21, 2005 No. 94-FZ "" the customer has the right, but is not obliged to fix in the tender documentation the requirement that the customer is absent from this list).

6. Search for government contracts... For example, you can search by keyword (for example, by the subject of a contract), customer or supplier. According to Ivan Begtin, search speed was the basic priority in the development of a search engine.

7. Section "Analytics"... So far, this section contains only two analytical materials, but over time their number will increase, the developers promise. Today, detailed information on public procurement can be obtained in relation to universities (many of them are active participants in public procurement for the provision of educational services, R&D, etc.) and non-profit organizations.

8. Section "About the project"... It acquaints the user with the goals and objectives of the "GosZakupki" portal and its developers.

9. Section "Developers"... The Civil Initiatives Committee invites everyone to use the ready-made programming code (the so-called API) to create their own projects and applications based on the GosZraty project.

Alexei Kudrin expressed his wish to unite citizens who are not indifferent to the volume of government spending, to involve new activists and to create a community for analyzing government spending. In addition, he noted, new projects in the field of public procurement can also be created - for example, Open Pharmacology (information about medicines that are purchased by hospitals and clinics), Open City (information about any purchases of any city organization), Open parties (which events political parties hold, how much they spent on printing campaign materials, etc. - including for the leading parties), etc.

By the way, presenting the project, Alexey Kudrin simultaneously announced a competition for civil activists to develop projects for monitoring government orders in a particular area. The competition is held in two nominations - "Web project" and "Mobile application" (including you can develop an application based on the so-called "augmented reality" building, as well as its purchases). The winners in each nomination will be awarded cash prizes (more details about the conditions of the competition can be found directly on the "GosPakupki" portal).

The "GosZraty" project aims not only to raise public awareness of state and municipal expenditures, but also to familiarize citizens with the mechanism for implementing state purchases. Many Russians do not have enough concise and accessible information about how the public procurement system works, what these or those classification codes mean, who can participate in procurement and what legal acts govern these processes - all this reference information is also contained on the portal.

Different types of purchases have different numbering rules:

  • Purchases under 44-FZ are first published in the EIS, therefore the number in the EIS and on the ETP is the same. For example, this purchase has the same number on Sberbank-AST and in the EIS.
  • In purchases under 223-FZ, there are usually 2 numbers - the number in the EIS and the number assigned to the ETP. For example, this purchase on OTS.ru has two numbers: No. 4249235 (with OTS) and No. 31705574458 (with EIS). In Kontur.Procurement, you will have a number with an EIS.
  • Have commercial purchases only, which is assigned by ETP.

Procurement identification code (number), or IKZ

In tenders, quotations, requests for proposals and with a single supplier, contracts are concluded on paper. The customer assigns the contract number in accordance with the internal register of contracts.

Government contract identifier, or IGK

The code is formed by federal, autonomous or regional customers who pay for purchases from the federal budget or enter into contracts with treasury support. The identifier is used to link the contract and settlements under them.

The procedure according to which the IGC is formed on the treasury escort is established in the order of the Treasury of Russia dated 03/20/2017 No. 9n. ICG is a twenty-digit digital code that the customer assigns after the formation of an entry in the register of contracts and which is retained for the entire duration of the contract.

Digits from the first to the 19th are similar to the register number of the contract (or digits from the ninth to the 27th number of the entry in the register of contracts with the state secret). The 20th bit is the contract registry identifier. If this is a regular register, put "0", if the information in the contract is a state secret, put "1".

Customers also indicate the IKG in all additional agreements, payment and settlement documents.

What is important for the supplier to keep in mind?

Winners of purchases from July 1, 2017 must indicate this identifier on invoices and other documents that are sent to the customer. The corresponding amendments appeared in article 169 of the Tax Code and in the form of an invoice - a line with an identification code was added to the document template.

Hello dear colleague! In today's article, we will focus on the register of contracts concluded by Customers under 44-FZ and 223-FZ. In this article, we will take a closer look at what these registries are, where they are located, and what information they contain. I want to say right away that the article material will be useful for both customers and suppliers. Therefore, as every self-respecting Customer must know about maintaining a register of contracts, and a self-respecting supplier must be able to find the necessary information in it. So, I propose to start ...

1. Register of contracts under 44-FZ: what is it and where to find it?

Register of contracts - a set of registry entries about all contracts concluded by the Customers in accordance with the Federal Law on the Contract System (44-FZ). The exception is contracts concluded with a single supplier in accordance with clauses 4, 5, 23, 42, 44 and 45, clause 46 (in terms of contracts concluded with individuals) part 1 of article 93 44-FZ, as well as contracts, information about which constitutes a state secret.

The register of government contracts concluded under 44-FZ is posted on the official website of the Unified Information System in the field of procurement - www.zakupki.gov.ru.

The documents and information contained in the register of contracts are in the public domain and are available for review to everyone absolutely free (part 5 of article 103 44-FZ).

An important point! The register of contracts, information about which constitutes a state secret, is not subject to publication in the media and placement in the EIS (part 7 of article 103 44-FZ). The information included in such a register of contracts is stored in the manner determined in accordance with the legislation of the Russian Federation on archiving and on the protection of state secrets (clause 5 of the "Rules for maintaining a register of contracts containing information constituting state secrets").

In order to get into the register of contracts under 44-FZ, you need to go to the EIS website, and in the left vertical menu select the section "Information about contracts and agreements", and then select the item "Register of contracts concluded by customers" from the drop-down list.

2. Who keeps the register of contracts under 44-FZ?

According to part 1 of article 103 44-FZ, the Federal executive body is engaged in maintaining the register of contracts, which exercises enforcement functions for cash services for the execution of budgets of the budgetary system of the Russian Federation. Such a federal body is the Federal Treasury (see Decree of the Government of the Russian Federation of 01.12.2004, No. 703 "On the Federal Treasury").

3. Documents regulating the maintenance of the register of contracts under 44-FZ

The procedure for maintaining a register of contracts under 44-FZ is regulated by Article 103 of 44-FZ, as well.

4. What documents and information are included in the register of contracts under 44-FZ?

According to part 2 of article 103 44-FZ, the following documents and information are included in the register of contracts:

  1. the name of the customer;
  2. source of financing;
  3. method of determining the supplier (contractor, performer);
  4. the date of summing up the results of determining the supplier (contractor, performer) and the details of the document confirming the basis for concluding the contract;
  5. the date of the contract;
  6. the object of purchase, the price of the contract and the period of its execution, the price of a unit of goods, work or services, the name of the country of origin or information about the manufacturer of the goods in relation to the executed contract;
  7. name, company name (if any), location (for a legal entity), full name (if any), place of residence (for an individual), TIN of a supplier (contractor, performer) or for a foreign entity in accordance with the legislation of the relevant foreign state analogue TIN (contractor, performer);
  8. information about the change in the contract indicating the terms of the contract that have been changed;
  9. a copy of the concluded contract, signed with an enhanced electronic signature of the Customer;
  10. information on the performance of the contract, including information on the payment of the contract, on the accrual of penalties (fines, penalties) in connection with the improper performance of the obligations under the contract by the party to the contract;
  11. information about the termination of the contract, indicating the grounds for its termination;
  12. purchase identification code;
  13. acceptance document in case of a decision to accept the delivered goods, work performed, services rendered;
  14. decision of the medical commission (in the case of purchasing drugs).
  15. other information and documents.

In fact, the Customers enter information into the register of state and municipal contracts:

  • on the conclusion of a contract;
  • about changing the contract;
  • termination of the contract;
  • on the execution of the contract.

An important point for customers! Detailed information on how to fill in the appropriate fields for all of the above data and documents is indicated in clauses 15-39 of the Order of the Ministry of Finance of Russia dated November 24, 2014 No. 136n. These paragraphs describe in detail which numeric codes must be used, which reference books and classifiers must be followed, etc.

5. The procedure and terms for entering information about concluded contracts in the register

According to part 3 of article 103 44-FZ, the Customer within 3 working days from the date (conclusion of the contract, change of the contract, execution of the contract, termination of the contract, acceptance of the delivered goods, work performed, services rendered) sends all the necessary documents and information to the Federal Treasury. ( Note: According to clause 2 of the Procedure approved by Order of the Ministry of Finance of Russia dated November 24, 2014 No. 136n, the formation by the Customer of information and documents included in the register of contracts is carried out using the state integrated information system for public finance management “Electronic budget”. In turn, the IS “Electronic Budget” is integrated with the EIS website).

After that, the Federal Treasury checks the documents and information provided by the Customer, and places them in the EIS within 3 working days from the date they were received.

I would like to draw your attention to the fact that in this case we are talking about working days, and not about calendar days.

In the event that the information and documents provided by the Customer do not comply with the established requirements, such information and documents are not subject to placement in the register of contracts.

6. How to find the required contract in the register?

So, why do you need to be able to search for information about contracts in the registry?

At first, as follows from the 4th section of this article, here we can find information about all contracts of the Customer of interest to us. See with whom and under what conditions these contracts were concluded. Such information will be useful to suppliers when analyzing the Customer and potential competitors.

Secondly using the information posted in the register of contracts, the supplier can prepare a certificate of his good faith. This certificate is required in the event that the proposed price of the procurement participant has been reduced by him during the auction by more than 25% (anti-dumping measures). Once on the page with the register, you can enter the number of the register record of the contract, the purchase identification code or the name of the Customer into the search line and click on the icon with the magnifying glass on the right side of the search line.

Also, in the registry window, you have the opportunity to refine the search parameters by clicking on the appropriate hyperlink, and then filter the information found by update date, placement date, contract price and relevance. As you can see, there are significantly more search parameters here, which will make your search as flexible and efficient as possible. Knowing the name and TIN of the Customer, or a specific supplier, you can find all their contracts and study them in detail. That is, the ability to use this register and find the necessary information in it is an important skill in the work of any self-respecting supplier.

7. Register of contracts under 223-FZ

The register of contracts under 223-FZ, as well as the register of state contracts under 44-FZ, is posted on the official website of the EIS.

In order to get into the register of contracts under 223-FZ, you need to go to the UIS website, and in the left vertical menu select the section "Information about contracts and agreements", and then from the drop-down list select the item "Register of contracts concluded by customers based on the results of the purchase ”.

According to clause 3 of the Rules approved by the Decree of the Government of the Russian Federation of October 31, 2014 No. 1132, the register does not include information and documents that, in accordance with the provisions of Federal Law No. 223 "On the procurement of goods, works, services by certain types of legal entities" are subject to placement in the EIS.

That is, the following are not included in the register:

  • information on the procurement of goods, works, services, on the conclusion of contracts, constituting a state secret;
  • information about the procurement, on which a decision was made by the Government of the Russian Federation in accordance with part 16 of article 4 of 223-FZ.

An important point! If the Customer, in accordance with part 5 of Article 4 of 223-FZ, decides not to post information about the procurement in the EIS, the register includes information and documents relating to contracts, if sent by the Customer to the Federal Treasury.

The procedure for entering information and documents into the register

Within 3 working days from the date of the conclusion of the contract, the Customers enter the information and documents established by the Decree of the Government of the Russian Federation No. 1132 in the register of contracts.

If changes have been made to the contract, the Customers enter into the register of contracts such information and documents in respect of which the changes were made.

Information on the results of the execution of the contract is entered by the Customers in the register of contracts within 10 days from the date of execution, amendment or termination of the contract.

Types of the register of contracts.

In fact, there are two options for registering government contracts: the first is a regular register. This registry has an exception. In the usual register of contracts 44-FZ, data on contracts with individuals (for more details, clause 8 of article 103 of 44-FZ) is not entered. The second version of the registry is closed. This separate specially formed closed register of contracts includes Procurements representing state secrets. As a rule, these are defense orders controlled by the Federal Antimonopoly Service. This closed procurement is conducted without publishing the name of the subject of the procurement.

Information about such purchases included in such a special closed register of contracts cannot be placed in the public domain on the Internet and published in the media, because not intended for a wide range of users. The procedure for maintaining a closed register of contracts is established by the Government of the Russian Federation.

Search in the register of contracts


A convenient search system is organized on the site where the register of contracts is located, which allows interested parties to search and view information on all contracts with attached files for download.

In the search field, you must enter the registration number of the purchase, if known, and find the necessary information about the contract. This search can also display all contracts signed with a specific customer. It is also possible to arrange a search sorted by update date, price, posting date and relevance.

If you cannot find the information you need using regular search, the portal provides an opportunity to refine the search parameters. Here you can filter by contract status (“Execution” / “Execution completed” / “Execution terminated” / “Canceled registry entries), select the method of determining the supplier, budget level, price, etc.

For a more precise search, there is an advanced search function, where you can filter by customer, contract number, defense order contract identifier, you can only search for contracts whose customer changed during the execution of the contract, and more.

The procedure for entering information into the register


In accordance with the Decree of the Government of the Russian Federation of October 31, 2014 N1132, the customer enters into the register of state contracts such information as the details of the winner, the firm name of the customer, the number of the purchase notice (if any) - from 01.01.17 (in detail in the decree itself), others information and other documents, in accordance with the maintenance of the register of contracts (clause 15 was introduced from 28.12.2013 N 396-FZ). With the help of the "Electronic Budget" system, created under the state program for managing budget finances, customers place information that is sent to the register of contracts, access to IP appears after registration (No. 44-FZ, part 6 of article 4.)

No later than three working days, from the date of the bilateral signing of the contract, the data in accordance with paragraph 10 according to Post. Government of the Russian Federation of October 31, 2014 N 1132, the customer forms and sends all the information intended for the controlling executive body providing supervision over the spending of the federal budget, namely the Federal Treasury of the Russian Federation, which forms the register of all concluded contracts (agreements) 44-FZ according to Post. The Government of the Russian Federation "On the Federal Treasury" dated December 01, 2004 N 703. Changes in the initial conditions of the contract signed by both parties, information about whether the contract concluded following the results of the tender purchase was terminated or about its execution is sent within ten days, from the moment of occurrence of the listed events, to the Treasury. The rules for entering data on concluded contracts are approved by the post. Government of the Russian Federation No. 1084 dated November 28, 2013, the document flow between the customer and the Treasury was organized in order to promptly form, fill and maintain a register of contracts, regulated in accordance with Order No. 136n, established on November 24, 2014 by the Ministry of Finance of the Russian Federation.

The Treasury of the Russian Federation reserves three working days to verify the information received from the customer, for registration in the register of contracts. After that, the record is submitted for registration in the register of contracts under 44-FZ, if all information has been verified and approved.

What data is needed to complete the register of contracts?


This data should include the following information about the contract being concluded:

The first is the full name of the customer, the second is the type of procurement being carried out (tender, auction, etc.), the third is the details of the document that determines the results of the supplier's choice, if such a document is provided for by the documentation, the fourth is the date when the contract was concluded, the fifth is the description of the subject purchases, its amount and the final date of execution, the fifth is the details of the legal entity or individual, the contractor of the contract, the sixth is whether the documentation contains a mandatory condition for involving small and medium-sized businesses in the execution of the contract, the seventh is an electronic copy of the contract itself, the eighth is the register number of the procedure if available.

After checking all the data provided, the customer generates a unique register record number of the form W XXXXXXXXXX YY ZZZZZZ, consisting of the customer's identification number, which corresponds to the customer's property code (W) and ten digits TIN (X), two digits of the year of registration (Y) and a sequential number records (Z). What is meant by the codes of the customer's form of ownership (IKU)?

The code of the form of ownership of the customer's property has four meanings:

"1" - federal;

"2" - property of a constituent entity of the Russian Federation;

"3" - municipal;

"4" - other property.

The transmitted information is registered no later than three hours in the register of contracts. If the data has not been verified, then the customer is sent an electronic protocol within three working days with a list of all documents that have not been verified.

Electronic budget

The government of the Russian Federation has introduced an electronic budget system to increase the efficiency and effectiveness of budget expenditures; this tool allows you to manage the state budget and control expenditures. Access to the system is carried out on the Internet through the website www.budget.gov.ru and is carried out through the authorization procedure for electronic digital signatures, thereby providing users with protection and confidentiality.

The electronic budget has a subsection for maintaining registers, in addition to other not unimportant sections, such as the management of income and expenses, financial liabilities and assets, etc.

The subsection of maintaining registers is intended for a structured electronic document circulation for maintaining registers, classifiers, drawn up and grouped regulatory and reference information, templates for accounting forms. The subsection for maintaining registers integrates information transmitted to the Treasury.

Chairman of the Committee for Civil Initiatives, ex-Minister of Finance of the Russian Federation Alexey Kudrin presented the GosZatraty portal at a press conference that took place on February 4, 2013 at the RIA Novosti press center.
As a reminder, since 2006, all federal bodies have disclosed information on procurement for state needs, and since 2011, regional and municipal bodies have also joined them. The resource "GosZatraty", developed by the non-profit partnership "Information Culture", allows visitors to independently find information about the amount of government and municipal spending on public procurement.
The portal database contains information on all government contracts concluded since 2011 (in total, more than 9 million), their cost, as well as participants in the state order system (slightly less 100 thous. suppliers and customers). True, information about purchases carried out this year has not yet entered the database due to the need to take into account the rules of the new law on the contract system (Federal Law No. 44-FZ dated April 5, 2013 ""), however, the project developers promise to fix it is in the near future.
The main differences between the GosZraty portal and other similar resources that have already been launched by activists are in the maximum amount of information about public procurements (in fact, the portal duplicates information posted on the official procurement portal) and a more convenient search mechanism. In particular, on the website "State expenditures" you can familiarize yourself with the cards of individual customers and suppliers and see in which purchases a particular organization or government agency took part. All database updates occur daily and are fully automated. In addition, the GosZatraty portal provides information about contracts regardless of their value (resources of similar functionality sometimes limit their databases to contracts with a certain minimum cost), and also offers analytical materials for free review.
The developers of the GosZatraty project also promise that it will compare favorably with the Procurement Portal - first of all, in the search speed. According to the director of the non-profit partnership "Information culture" Ivana Begtin, the main problem of the official website for public procurement is that it actually combines the functions of publishing information about public procurement and the actual mechanism for implementing public procurement, which affects the duration of the search query.
The functionality of the "GosZraty" portal today it is represented by the following main sections:
1. Largest regions ... This section is located on the main page and contains information extracted from public reports on the subjects of the federation that have the largest expenditures in the field of public procurement. Users can compare this data with the budget indicators of each of the subjects and find out whether the regional authorities have reported for all purchases and how reliable their reporting is.
Moscow is the leader in the list (the total volume of purchases is about 1.5 trillion rubles), it is followed by St. Petersburg ( 231 billion rubles), Moscow region ( RUB 155.4 billion) and Krasnodar Territory (140 billion rubles.).
2. Major contracts ... The section contains a rating of contracts with the highest value - for example, the FSUE "Rosmorport" contract for the construction of buildings and structures for water transport enterprises is now in first place in this indicator (the contract amount is 40.1 billion rubles).
3. Card of contracts ... Each contract has a unique page that contains information about the customer, contractor, subject and amount of the contract, as well as information related to the contract - for example, you can see what other purchases were made by this or that customer. In addition, the card contains a unique contract number assigned to it on the official Public Procurement Portal - by copying it, you can find more complete information about the contract on the official portal.
4. Largest customers and largest suppliers ... This rating is formed on the basis of information for the entire period of the database's existence (since 2011). Currently, the database includes information about 344.7K customers and 507 thous. suppliers.
5. Section "On control" ... As Ivan Begtin noted, this section is the only exception to the political neutrality of the GosZatraty project. In particular, here you can find out about contracts with incomplete or distorted information, see what luxury items are purchased with budget funds (among the options - Apple products, oysters, Maybach cars, Range Rover, etc.) and which performers supplied low quality goods ...
In addition, the section allows you to obtain information about suppliers who, despite being included in the list of unscrupulous suppliers, continue to participate in purchases (recall, in accordance with part 1.1 of article 31 of the Federal Law of April 5, 2013 No. 44-FZ " On the contract system in the field of procurement of goods, works, services to meet state and municipal needs"and clause 2 of part 2 of article 11 of the previously effective Federal Law of July 21, 2005 No. 94-FZ" On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs "the customer has the right, but is not obliged to fix in the tender documentation the requirement that the customer is absent from this list).
6. Search for government contracts ... For example, you can search by keyword (for example, by the subject of a contract), customer or supplier. According to Ivan Begtin, search speed was the basic priority in the development of a search engine.
7. Section "Analytics" ... So far, this section contains only two analytical materials, but over time their number will increase, the developers promise. Today, detailed information on public procurement can be obtained in relation to universities (many of them are active participants in public procurement for the provision of educational services, R&D, etc.) and non-profit organizations.
8. Section "About the project" ... It acquaints the user with the goals and objectives of the "GosZakupki" portal and its developers.
9. Section "Developers" ... The Civil Initiatives Committee invites everyone to use the ready-made programming code (the so-called API) to create their own projects and applications based on the GosZraty project.
Alexei Kudrin expressed his wish to unite citizens who are not indifferent to the volume of government spending, to involve new activists and to create a community for analyzing government spending. In addition, he noted, new projects in the field of public procurement can also be created - for example, Open Pharmacology (information about medicines that are purchased by hospitals and clinics), Open City (information about any purchases of any city organization), Open parties (which events political parties hold, how much they spent on printing campaign materials, etc. - including for the leading parties), etc.
By the way, presenting the project, Alexey Kudrin simultaneously announced a competition for civil activists to develop projects for monitoring government orders in a particular area. The competition is held in two nominations - "Web project" and "Mobile application" (including you can develop an application based on the so-called "augmented reality" building, as well as its purchases). The winners in each nomination will be awarded cash prizes (more details about the conditions of the competition can be found directly on the "GosPakupki" portal).
The "GosZraty" project aims not only to raise public awareness of state and municipal expenditures, but also to familiarize citizens with the mechanism for implementing state purchases. Many Russians do not have enough concise and accessible information about how the public procurement system works, what these or those classification codes mean, who can participate in procurement and what legal acts govern these processes - all this reference information is also contained on the portal.
