The Russian statistics system is currently undergoing reform. The need for reform is primarily determined by radical changes in the social and socio-economic life of society in Russia (Table 5.3). Russia's entry into the world economic space presupposes the development and transition to the methodological base used in world practice.

The intensive development of the non-state sector, the formation of market infrastructure and other fundamental changes in the economy necessitate the use of new methods of organizing statistical surveys and the development of new indicators.

Planned Economy Market economy
Relationship to summary statistics (macro data) Aggregated data is often considered a state secret; the more generalized the analysis, the higher the secrecy. Statistics must always be published and made available to the public. The processing (analysis) of statistical data is carried out by many competing institutions, private and public organizations. The data can also be transferred internationally. Different institutions compete to develop analytical materials based on the same data from official statistics, considered as a serious source of information

One of the most important tasks is the coverage of the rapidly increasing number of economic objects with statistics. In 1993 alone, the number of economic facilities increased by 1 million units. and currently exceeds 4 million.

In the context of perestroika, serious difficulties arose in obtaining reports from enterprises, primarily from the non-state sector, especially in trade, the service sector, the system of small business and farming. In these conditions, much attention is paid to the development and implementation in practice of selective and other methods of non-continuous collection of statistical information.

In the process of processing, it was possible to preserve a unified system of state statistics, which includes Rosstat, its bodies in republics, territories, regions, autonomous regions and autonomous okrugs, cities of Moscow and St. Petersburg, districts and cities, subordinate enterprises, organizations and educational institutions.

The organizationally unified system of state statistics includes 2250 organizations:

at the federal level - 7;

at the regional level - 87 committees and departments of statistics;

at the district level -2156 regional (city) departments of statistics.

Rosstat is the federal executive body that administers Russian statistics. Its main tasks are:

· Development of scientifically grounded statistical methodology that meets the needs of society at the present stage, as well as international standards;

· Provision of official statistical information to the President of the Russian Federation, the Government of the Russian Federation, the Federal Assembly, federal executive bodies, the public, as well as international organizations;

· Providing all users with equal access to open statistical information by distributing official reports on the socio-economic situation of the Russian Federation, constituent entities of the Russian Federation, industries and sectors of the economy, publishing statistical collections and other materials.

At the federal level, the integration of information resources of the entire system of state statistics bodies is carried out. The centralized organization of statistical information is implemented through the main interregional center for processing and disseminating statistical information of Rosstat.

The analysis of economic and social processes is carried out on the basis of indicators contained in the state statistical reporting, and on the basis of sample statistical surveys.

One of the most important tasks of Rosstat is the preparation of publications in the field of statistics and informing the general public.

Official statistical publications are divided into the following types:

· periodicals;

· Statistical collections;

· Collections released on CD-ROM;

· Statistical bulletins.

In 2005 the following periodicals were issued:

· Socio-economic situation in Russia;

· Information about the social and economic situation in Russia;

· Socio-economic situation of the federal districts of Russia (separate publications for each district);

· Statistical Review (in Russian); Statistical Review (in English);

· Questions of statistics.

Among the statistical collections, the Russian Statistical Yearbook and Regions of Russia should be singled out as the most complete publications. Both of these editions are also available on CD-ROM. The monthly journal "Statistical Review" and the journal "Questions of Statistics" are also important types of publications.

The journal "Russian Statistical Review" is also published in English. This magazine has two parts. The first part provides a picture of the macroeconomic situation, presented in the form of tables and graphs. The data presented characterize the trends developing in the country during the year on the basis of monthly indicators. In addition to the materials of Rosstat, data from the Ministry of Finance of the Russian Federation, the Central Bank of the Russian Federation, the Federal Customs Service and a number of other departments are used. The second part of the journal includes thematic materials: analytical reports, the results of special surveys, the results of other work carried out by Rosstat.

The journal "Voprosy statistiki" (formerly "Bulletin of statistics") covers a wide range of problems in the field of economic and statistical theory and practice. The editorial board of the journal studies individual thematic and informational proposals, scientific, methodological and other literature, questions of statistics.

In addition to Rosstat, Russian consumers can also obtain statistical information from the CIS Statistical Committee, subdivisions of various committees and departments, for example, such as the Ministry of Health and Social Development, the Ministry of Agriculture and a number of others.

The State Register of Databases and Databanks contains a description of 21 Rosstat databases, including the following:

· Unified State Register of Enterprises and Organizations (EGRPO);

· Aggregated totals of individual budgets (ITAGR);

· Investments, fixed assets, construction sites;

· Integrated database "FINANCE";

· General set of objects of statistical observation (HS);

· Data bank "Financial statements of organizations" (DB BOO);

· Register of cities;

Agriculture, etc.

To achieve this goal, the basic principles of the organization of national statistical services, approved by the UN, have been developed.

3. Along with official statistics, there are unofficial statistics that are in demand by business. Representatives of unofficial statistics are research institutes, organizations conducting market research, public opinion and other statistical surveys commissioned by clients. The main advantage of unofficial statistics is the promptness of data provision, the frequency of their updating, as well as an individual approach to clients.

This system provides access to information on 30 countries, whose trade volumes account for 90% of the global volume. Information is provided both in aggregated form by country and in detailed information about the state of the market for a particular product. In the market of statistical information, there are several organizations that conduct market research and public opinion research. The results of their research are usually expensive, in the open access, in journals, aggregated data are published.

5. One of the tasks of official statistics is to inform society about the socio-economic state of the country, therefore, official statistics is partly a public good, and there should be free and equal access to it for all citizens.
