The working group includes representatives of the federal executive authority or the organization - a heading contract for the draft law, other interested federal executive bodies (compulsory - deputy heads of interested federal executive bodies and organizations and (or) heads of structural divisions of federal executive bodies The authorities and organizations responsible for the appropriate activity), if necessary, representatives of the chambers of the Federal Assembly and their devices, employees of the government office, executive authorities of the constituent entities of the Russian Federation, other government agencies, as well as representatives of research, public and other organizations.

16. Consistent with interested federal executive authorities and organizations proposals on the composition of the working group are submitted to the commission by the head of the federal executive body or the organization - the head of the draft law or State Secretary - Deputy Head of this federal executive authority within 30 days from the date of approval List of bills for which working groups are formed.

Decisions on the formation of the Working Group and the approval of its composition are accepted at the Commission meeting.

The Working Group is headed by Deputy Head of the Federal Body of Executive Authorities or an organization - a heading performer on the draft law. The head of the Working Group approves the procedure and work plan of the Working Group and is personally responsible for the timely preparation of the draft law.

According to the written submission of the head of the Working Group, members of the Working Group - civil servants of the federal executive bodies in coordination with the leader (deputy head) of the relevant federal executive authority are exempt from the implementation of other official duties at the service site for the period defined in accordance with the work plan of the Working Group.

17. Working Group:

a) ensures the preparation of the draft law;

b) promotes the coordination of the draft law in the prescribed manner with interested government agencies;

c) initiates at any stage of preparing the bill to consider his consideration from the head of the federal executive body or the organization - the head performer on the draft law, the Deputy Chairman of the Government (in accordance with the distribution of obligations) in order to resolve the disagreements arising in the process of activity of the Working Group, as well as decision-making conceptual nature;

d) represents the bill at the meetings of the Commission and the Government;

e) ensures the expert and legal support of the draft law with its chambers of the Federal Assembly, including at the plenary sessions of the Chambers of the Federal Assembly, adopts in accordance with the established procedure to participate in the work of the Committees and Commissions Chambers of the Federal Assembly and in other chambers of the Federal Assembly of Events related to consideration of the draft law prepared by the Working Group;

e) participates in the development of the government's position on the amendments proposed by the subjects of the law of the legislative initiative at the stage of preparation of the draft law to consideration by the State Duma in the second reading;

g) participates in the preparation of projects of federal laws subject to adoption in connection with this draft law;

h) participates in the preparation of draft regulatory legal acts necessary for the implementation of the relevant federal law;

and) develops proposals for improving the provisions of the Federal Law, the preparation of the project of which it carried out;

k) participates in consideration of the draft laws on the amendments to the Federal Law, the preparation of the project of which it carried out;

l) presents progress reports on the preparation of the draft law, as well as draft regulatory legal acts necessary for the implementation of the relevant federal law.

18. The members of the Working Group are indicated as developers on the title page of the draft law.

19. The Working Group ensures the preparation of the draft law and other materials in accordance with the Rules of the Government of the Russian Federation.

In order to ensure the timeliness of the adoption of the regulatory legal acts necessary for the implementation of the Federal Law, the Working Group provides for such acts in the list of preparation of their projects, taking into account the alleged time of entry into force of the relevant Federal Law.
